I have a whiner!

Hello!  I just got my puppy 4 days ago.  He is a pure bred german shepherd.  I was wondering if anyone else has had their puppy and/or dog whine for no reason?  He just walks around the house, yard, etc whining.  He doesnt always stop when we hold him or when hes petted, either.  Its gotten a bit better in the last 24 hours, but yesterday when we walked to the park, he just sat at my feet the entire time whining!  I know both of his parents very well, as they are my dads dogs, and neither of them are vocal at all.  My sister and a friend of mine also have puppies from the same litter and neither of their dogs whine.  He isn't hurting and he isn't doing it to get attention...  Are there any other reasons that he might be doing this?  Is it just to hear his own voice?  Ive had puppies before (german shepherds included)  and Ive never seen anything like it.  Should I be concerned?  Or should I just wait it out and see if he grows out of it?

Any suggestions/comments are welcome!

How old is the puppy?

It is my understanding that GSDs are, in general, a vocal breed.  That may not have been your experience with some of the other pups but I have known (and lived with) more than one that made it's fair share of noise. :)

Also, your puppy could just be more vocal than the other puppies.  There are dogs that are simply more vocal than others.

My husband had a German Shepard, and we just got a new Doberman pup, last week.  He was commenting on how quiet "Titan" is compared to Samson (GS) when he was a puppy.  They picked him up from the breeder and he whined, as well as random whining.  Samson grew up to be a beautiful GS, who did not whine as an adult, so hopefully it is a stage that will pass.  I think the first month away from the litter is stressful and any whining is probably not abnormal.  Good luck :)

He is 9 weeks old.  We have had him for about a week.  He does seem to be getting better.  I think he is just a vocal puppy.  :)
