First, a 14 week puppy probably should NOT be walking that long of distances, in my opinion. This type of physical exercise can be hard on the developmental of your dog. Short, more frequent walks, would be better.

Try adding a meal a little later in the evening, around 8:00 ish. Make sure you take him out before bedtime. And try and nighttime walk as well. At 3 months old he may still need 3 meals a day. This does NOT mean increase the amount you feed him, just the times. Some puppies require more feedings then twice daily.

How is his tail when he's barking?
Is he jumping up and down, spinning circles, or otherwise excited, or is he standing still and barking?
