Multiple dogs are a challenge when burning up energy. I found that by allowing my higher energy dogs a bit of ''playtime'' BEFORE a walk, helps balance the energy ON the walk a bit more. Don't be afraid to ''shuffle'' up your routine to find a way that works for you AND them.
It's a fun challenge, for sure.

In your situation I would not allow any dominance over another. Try using the leash as a form of leadership. Leash the aggressor to allow for quick, accurate and properly timed corrections.
